Children go to heaven
How do we know this?
There are two things:

1.   King David said about Bathsheba’s child that died

But now he is dead, wherefore should I fast? can I bring him back again? I SHALL GO TO HIM, but he shall not return to me. 2 Samuel 12:23 (King James Bible)

Now we know that when David died he was going to heaven, so therefore the child was in heaven.

2.  Romans 4:15 (KJB) Because the law worketh wrath: for WHERE NO LAW IS, THERE IS NO TRANSGRESSION. 

Young children up to a certain age do not have the law. They can’t understand it.

Now they can be trained with a smack or two that they shouldn’t do this or that, but they don’t understand. Why? They can know right from wrong from a very early age, but they don’t have the capacity to understand good and evil. Therefore they can’t be held responsible.
